The attendees at the meetings are listed in Enclosure 1, a copy of the slides presented at the September 9, 1993, meeting by the licensee are given in Enclosure 2, and a copy of the slides presented by the staff are given in Enclosure 3.

Vogtle Unit 2 had been coasting down to a refueling outage that was scheduled to begin on Friday, September 10, 1993. However, the plant had tripped on Wednesday, September 8, 1993, due to an inadvertent low flow trip signal in a single loop. The licensee suspects that the signal was' caused by electrical components being jarred during an inspection of electrical fures. Mr. McCoy also discussed organizational changes at Vogtle, including personnel down-sizing through attrition.

SUMMARY

OF SEPTEMBER 8 AND 9, 1993, MEETINGS WITH GEORGIA POWER COMPANY ON LICENSING ISSUES - HATCH AND V0GTLE NUCLEAR PLANTS Representatives from Georgia Power Company (GPC or the licensee) met with the Nuclear Regulatory Commission (NRC) staff on September 8 and 9, 1993, at the NRC offices in Rockville, Maryland, to discuss the status of current licens'ing activities for the Hatch and Vogtle plants. The attendees at the meetings are listed in Enclosure 1, a copy of the slides presented at the September 9, 1993, meeting by the licensee are given in Enclosure 2, and a copy of the slides presented by the staff are given in Enclosure 3.

The September 9, 1993, meeting was comprised of the morning session, during which the status of the facilities was discussed by the licensee, and an afternoon session, during which the staff made presentations on Cost Beneficial Licensing Actions'and the revised SALP process.

After brief introductory remarks by NRC and GPC regarding the objectives of the meeting, Mr. K. McCoy, GPC Vice President, Vogtle, discussed the status of Vogtle Electric Generating Plant (Vogtle), Units 1 and 2.

He stated that Vogtle Unit I was maintaining 100% rated power without any major problems and that the plant had been on-line for 43 days. Vogtle Unit 2 had been coasting down to a refueling outage that was scheduled to begin on Friday, September 10, 1993. However, the plant had tripped on Wednesday, September 8, 1993, due to an inadvertent low flow trip signal in a single loop. The licensee suspects that the signal was' caused by electrical components being jarred during an inspection of electrical fures. Mr. McCoy also discussed organizational changes at Vogtle, including personnel down-sizing through attrition.

Mr. W. Kitchens, Assistant General Manager, Plant Support, Vogtle, then presented an overview of Vogtle Unit 2 refueling outage, which is planned to be completed in 36 days, 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. He discussed the major scope of the outage and risk management during the outage.

Mr. J. Beckham, GPC Vice President, Hatch, discussed the status of Edwin I.

Hatch Nuclear Plant, (Hatch) Units 1 and 2.

He stated that Hatch Unit I was maintaining 100% rated power without any major problems. Hatch Unit 2 was at 85% rated power due to a leaking fuel pin.

.. assembly containing the leaking pin and, as a result, its offgas activity is stable. The licensee is monitoring drywell floor drains.inleakage for unidentified leakage; the licensee suspects that a safety relief valve may be

" simmering", through tail pipe drains. He also discussed the Hatch Unit 2 refueling outage, completed March 16, 1993, and the major upcoming activities planned for the Hatch Unit 1 outage in the Spring of 1994.

Requirements Review Program at Hatch, including the program's scope, objectives, activities in progress, the change process, and the schtdule. His slides are included in Enclosure 2.

The afternnon session began with Mr. L. Marsh of the NRC presenting a summary of the status of Cost Beneficial Licensing Actions. The licensee discussed with the staff concerns that the licensing actions, which were of marginal safety significance but notable cost savings to the licensee, would be i

assigned a low review priority and, hence, would not be acted upon for a long time. Mr. Marsh's slides are included in Enclosure 3.

Mr. C. Holden of the NRC briefly discussed the revised SALP process. The licensee discussed with the staff the need to educate the local and state government officials on the meaning of the SALP report.

The meeting was concluded with an agreement to meet next at Vogtle in the spring 1994 timeframe.

- Continued rise in Industry O&M costs Licensees have expressed concern that some regulatory commitments or requirements provide little or no safety payoff, but require significant resource expenditure.

- Amendment requests to provide relief would normally receive low priority (Priority 3 or 4), and may take a LONG TIME to process.

Pilot program (Task Force) to give special consideration to amendment or exemption requests with high cost but low safety benefits.
