Kelly, advising of a potentially significant construction deficiency concerning Agastat time delay relays. The following information is provided in accordance with 10CFR50.55(e).
-Office of Inspection and Enforcement representative, Mr. G.
Bechtel Power Corporation, our Architect / Engineer and Constructor, has advised us that items of equipment supplied by Brown-Boveri contain 67 Agastat model E-7000 relays. These relays may exhibit a time and temperature based bleedout of fluid which could result in shorter time delays than those set on the relay dial. This problem was identified on NRC Information-Notice 82-04.
Kelly, advising of a potentially significant construction deficiency concerning Agastat time delay relays.
An inspection of these 67 suspect relays identified four (4) defective relays installed in Unit #1 equipment, one of which was installed in a safety related component, Panel lQA403-Cubicle'12. Bechtel has issued NCR #3010 to document and control the discrepant hardware.
