This application for an amendment to the James A. FitzPatrick Nuclear Power                     i Plant Technical Specifications proposes to extend the surveillance test intervals for the control rod system to support 24 month operating cycles. The proposed changes follow the guidance of Generic Letter 91-04 (Reference 1). Approval of these changes will eliminate the need to schedule mid-cycle outages to conduct these surveillance tests.

Surveillance test interval extensions that are justified will be denoted as being performed "every 24 months" or "at least once per 24 months" consistent with the guidance provided in Reference 1. Other surveillances currently performed "once each operating cycle," "at least once during each operating cycle," "each refueling," or similar notation, that are not being extended at this time will be denoted as being performed "at least once per 18 months."
