Wadley, Vice President Nuclear Generation j Northern States Power Company i 414 Nicollet Mall Minneapolis, MN 55401 SUBJECT: NRC INSPECTION REPORT NO. 50-263/97003(DRP) Dear Mr. Wadley: On April 11,1997, the NRC completed an inspection at your Monticello reactor facility. The enclosed report presents the results of that inspection. During the seven week period covered by this inspection period, your conduct of activities at the Monticello facility was acceptable. Recent Generation Quality Service audit findings demonstrated a good questioning attitude and follow through with identified concerns. ' However, we noted that some problems occurred during maintenance activities. One such , activity resulted in a loss of voltage to an essential electrical bus and starting of emergency diesel generators. Electricians failed to remove a temporarily-installed meter from logic circuitry. In additioni the inspectors identified that the operators were unaware .the #13 emergency service water pump had been operating for two days. This oversight existed through four shift turnovers between three operating crews. This raises concern i over the effectiveness and thoroughness of operator walkarounds and shift turnovers. Our review of the circumstances leading to this event is not complete and will be discussed in a future inspection report. We will contact you in the near future to schedule a management meeting to discuss these and other recent operation and surveillance issues. A predecisional enforcement conference was conducted on March 5,1997, to discuss the ' apparent violation identified in inspection Report No. 50-263/96009 regarding an i inadequate safety evaluation related to ECCS pump configuration (EA 97-032). You will be informed of our decision regarding enforcement action via separate correspondence. !
