Your letter of December 19, 1985, transmitted Revision No.17 to the Pilgrim Station Modified Amended Security Plan. We have reviewed the revision and find that the changes have the potential for policy implications; therefore, the revision has been referred to our Headquarters staff for review.

The Head-quarters staff will respond to you regarding this revision.

In the interim, pending your receipt of the results of the NRC Headquarters review, you are to revert to the provisions of your previously approved plan in which you commit to meeting the intent of 10 CFR 73.2(f)(1) and (2).

The enclosure to the above referenced letter is being withheld from public disclosure since it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR 73.21.
