Dear Mr. Davis:

In accordance with the Clinton Power Station, Technical Specification section 4.7.4, a snubber plan for the first refueling outage has been selected.

Initially, 10% of each type of snubber will be tested.

For each snubber that fails to meet the functional test acceptance criteria of section 4.7.4.e of the Technical Specifi:ations, an additional 10% of that type of snubber will be tested until no further failures are found or until all snubbers of that type are tested.

This test plan is in accordance with section 4.7.4.e.1 of the Technical Specifications.
