SAFETY EVALUATION OF LICENSEE RESPONSE TO GENERIC LETTER 95-07," PRESSURE LOCKING AND THERMAL BINDING OF SAFETY-RELATED POWER-OPERATED GATE VALVES"- QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. M93509 AND M93510)

Dear Mr. Kingsley:

On August 17,1995, the NRC issued Generic Letter (GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," to request that licensees take actions to ensure that safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions.

In a letter of February 13,1996, Commonwealth Edison Company (Comed) submitted its 180-day response to GL 95-07 for Quad Cities, Units 1 and 2. The NRC staff reviewed the licensee's submittats and requested additionalinformation in a letter of April 2,1996. In a letter of May 24,1996, the licensee provided the additional information. the NRC issued a second request for additional information and in letters of July 5, and i

November 20,1996, the licensee provided the additional information. In a letter of May 28, l

1997, the NRC issued a third request for additional information and in a letter of May 29,1998, the licensee provided the additional information. During the period of November 18-22,1996, the NRC staff performed an inspection to review specific aspects of information summarized in the licensee's responses to GL 95-07. This inspection is documented in NRC Inspection Report 50-254,265/96-18.

The NR' staff has reviewed the licensee'3 submittals and finds that the licensee has C

I adequately addressed the actions requested in GL 95-07 as discussed in the enclosed safety evaluation. This closes TAC Nos. M93509 and M93510.
