This refers to the inspection conducted by Messrs. J. G. Luehman and H. F. Bundy

of this office during the period March 1-31, 1986, of activities authorized by
NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and
to the discussions of our findings with Mr. R. P. Barkhurst and other members
of your staff at the conclusion of the inspection.

Areas examined during the inspection included followup on potential generic

problems, plant status, Licensee Event Report (LER) followup, followup on
1
previously identified items, monthly maintenance, monthly surveillance, ESF
system walkdown, routine inspection, and Inspection & Enforcement (I&E) Circulars.
Within these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
inspector. These findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were identified.
One unresolved item is discussed in paragraph 9.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 6 of the enclosed report.
