DISCREPANCY IN NRC SAFETY EVALUATION REPORT (SER) DATED AUGUST 25, 1971. PILGRIM NUCLEAR POWER STATION

Dear Mr. Olivier:

By letter dated October 16, 1997, Boston Edison Company (BECo or the licensee) noted a discrepancy in a NRC SER dated August 25, 1971.

In this letter you note that the NRC SER states that, "On a loss of a.c. power the loops are automatically isolated by redundant valves." BECo noted that this is inconsistent with the Final Safety Analysis Repoi't (FSAR) which states that the middle pump will be pre-selected for a particular loop and only one isolation valve will receive a signal to close.

In addition. BECo noted that the valves are not and never were intended to be redundant. The FSAR states that the SSW system is designed to be independent and redundant (URI 97 06). While tho as-built configuration is properly described in the FSAR, the l[

staff has identified potential single failure vulnerabilities that do not I

appear to have been considered during the licensing phase. During a special inspection (Inspection Report 95-05), a single failure vulnerability was identified by the NRC involving the malfunction of a selector switch for the g[4)

" swing" (or fifth) SSW pump (EEI 97-05-03). The failure causes both headers to remain cross-tied and fed by a single pump. BECo closed one of the isolation valves in the interim to ensure independence and redundancy while l

the issue was being reviewed.

BECo has determined other scenarios which could j

lead to a one pump 2 train configuration and that operation in this configuration is an unreviewed safety question (USQ),

BECo has proposed a FSAR update by amendment.

The amendment will clarify various concerns including single failure vulnerabilities.that would result in a one pump 2 train configuration and the FSAR with respect to the following phrases " sufficient redundancy" and

" independent loops" as described SSW section of the FSAR. The licensee has proposed to submit the amendment by February 15, 1998. The staff will amend the original SER to reflect the results of the amendment at that time.
