Emergency Response Data System, San Onofre Nuclear Generating Station Units 2 and 3 This letter is to inform the NRC of changes that are being made to the Emergency Response Data System (ERDS) at the San Onofre Nuclear Generating Station Unit 3.

l As required by 10 CFR 50 Appendix E, Section VI.3.a, any hardware and software changes that affect the transmitted data points identified in the ERDS Data Point Library must be submitted to the NRC within 30 days after the changes are completed.

Accordingly, a revised page to the ERD $ Data Point Library is provided in the Enclosure to this letter.

A point identification in the Unit 3 ERDS database was revised from RT7817 to R7817QCV. This point identification change and associated name descriptor change are being made to reflect an upgrade to the computer database for the Radiation Monitoring System Data Acquisition System. The analog radiation monitor is now routed to the ERDS database by a new computer system, and this new computer system has different point identification descriptor files (database numbering files).

The ERDS database for this new descriptor was revised so the computer system will continue to pass quarterly NRC ERDS testing and maintain its communication ability to link with the NRC Operations Center in an emergency situation when it is required to operate.

The above described change was completed on the San Onofre Unit 3 ERDS database on April 15,1999. The new radiation monitor is currently scheduled to be in service by i

1 July 15,1999. In the event the ERDS link is utilized by the NRC before July 15,1999,

,j the data provided by the R78170CV point would be erroneous. Should this R7817QCV data be needed during this time, the correct data for this point will be g

provided to the NRC Operations Center by Southern Califomia Edison over the p

telephone.
