Dear Mr. Wood:

On January 2,1999, the NRC completed an inspection at the Davis-Besse reactor facility. The

enclosed report presents the results of that inspection.

During the 7-weeks covered by this inspection period, the conduct of activities at Davis-Besse

was generally characterized by conservative plant operations, effective engineering involvement

in emerging plant issues, and by ensuring worker dose was maintained as-low-as-reasonably-

achievable. Of particular note was the conservative actions taken in response to the severe

weather effects on the level of Lake Erie. However, the inspectors noted that a plan had not

been developed the ensure silt level in the intake canal was monitored at a frequency sufficient

to ensure it remained low enough to maintain connectivity to the lake when the lake level was

low.

In accordance with 10CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
