We are requesting the license amendments in order to clarify the PBAPS licensing basis to include specific information regarding the allowed containment overpressure credit needed to ensure that adequate Net

Subiect PECO Energy Company, licensee under Facility Operating License Nos. DPR-44 and DPR-56 for Peach Bottom Atome Power Station (PBAPS), Units 2 and 3, is requesting that the licenses be amended as proposed herein. This request is being submitted in accordance with the requirements of 10CFR50.90.

This ed license amendment request involves clarifying the PBAPS licensing basis to include s

formation regarding the allowed containment overpressure credit needed to ensure that adequate Not Positive Suction Head (NPSH)is available for the Emergency Core Cooling System (ECCS) pumps.

The proposed license amendments are necessary since there is lack of specific information in the current PBAPS licensing basis regarding allowable containment overpressure which can credited to achieve adequate ECCS pump NPSH.

In support of the proposed license amendment request Attachment 1 provides a discussion and description of the proposed changes, a safety assessment of the proposed changes, information supporting a finding of No Significant Hazards Consideration, and information supporting an Environmental Assessment. In addition, in support of this proposed license change request, the proposed Updated Final Safety Analysis Report (UFSAR) changes have been included in Attachment 2, and the presentation material (i.e., handouts) from the November 18,1998, meeting is provided in Attachment 3.

Discussion and Description of the Proposed Channes Currently, the PBAPS licensing basis lacks specific information and details regarding the amount of containment overpressure which can be credited to achieve adequate NPSH for the ECCS pumps. The proposed license amendment request involves revising the licensing basis to more clearly describe the allowed containment overpressure credit needed to ensure adequate NPSH for the ECCS pumps. A defined containment overpressure credit will be established to provide a defined margin above the containment overpressure required, while maintaining margin to the minimum containment pressure available.

PECO Energy has had a number of discussions and meetings with the NRC regarding the lack of Informaton and clarity in the current licensing basis pertaining to the use of containment overpressure for ensuri adequate ECCS pump NPSH. Due to this lack of information and clarity, it was agreed between PECO gy and the NRC that a licence amendment request would be submitted to request specifc approval of the allowable overpressure.

It is PECO Energy's understanding, that the proposed license amendments will involve revising the PBAPS Updated Final Safety Analysis Report (UFSAR) to clarify the licensing basis with regard to the use of containment overpressure for ensuring adequate NPSH for the ECCS pumps. In the Reference meeting, this approach was discussed and consklered appropriate by the responsible NRC Staff.

There are no specific changes to the PBAPS Facility Operating Licenses, nor imposition of new license conditions expected from the issuance of the license amendments.

. Attachment 1 August 11,1999 Page 2 of 6 Safety Assessment The NRC position on credit for containment overpressure is given in Safety Guide 1.1, "Not Positive Suchon Head for Emergency Core Cooling and Containment Heat Removal System Pumps," which states:

" Emergency core cooling and containment heat removal systems should be designed so that adequate not positive suction head (NPSH) is provided to system pumps assuming maximum expected temperatures of pumped fluids and no increase in containment pressure from that present prior to postulated loss of coolant accidents."

The RHR pumps are used in ECCS and containment cooling applications. The Core Spray (CS) pumps are used in ECCS applications.

However, PBAPS is not committed to Safety Guide 1.1, and credit for containment pressure in the evaluaton of NPSH for the ECCS, i.e., Residual Heat Removal (RHR) and CS pumps, has always been part of the PBAPS licensing basis.

The NRC questioned use of post LOCA containment pressure in the evaluation of NPSH for the RHR and CS pumps during the initiallicensing phase. This was documented in NRC Safety Evaluation Report (SER) Section 5.7, "Not Positive Sucten Head (NPSH) to RHR and Core Spray Pumps," dated August 11, 1972. In response to this concom, PECO Energy submitted the results of an analysis for PBAPS, which indicated that temperature and pressure in the drywell and torus following a LOCA was sufficient even if the containment sprays were operstmg. This information is contained in the response to Final Safety Analysis Report (FSAR) Question 6.3. This response provides a description of the assumptions and results, but does not provide detail of the method or specific plant / equipment parameters used. The results of the analysis state: "At all times there is a 2-3 psi margin." The 2-3 psi margin is the difference between the NPSH required (i.e., determined by pump manufacturer) and the NPSH available (i.e.,

dependent on plant conditions - water level, water temperature, pressure, etc.). The NRC SER stipulates:

"... the applicant has fumished an analysis based on conservative design assumptions showing that a positive NPSH margin would be available followmg the accident, however, the analysis assumes that containment pressure created by the LOCA is available for assuring the required NPSH."

A discussion concoming the use of containment pressure in the evaluation of NPSH for the RHR and CS pumps, the response to FSAR Question 6.3, and the requirement to maintain a fixed amount of margin were not incaiporated into the UFSAR which was developed in the mid-1980's.

The subject of RHR and CS pump NPSH was re-addressed in 1989 when the issue of torus water level drawdown was identified. Torus water level drawdown is the reducten in torus water level due to the hold volume of the drywell and reactor vessel during ECCS injection. The analyses performed to resolve this concom, which were prepared by Bechtel Power Corporation and General Electric, were biased to minimize containment pressure and maximize torus water temperatu;e and drawdown, initiation of containment sprays, however, was not considered. These analyses irxlicated that adequate NPSH was available to the pumps based on a conservatively estimated LOCA containment pressure that did not include containment spray, t......

- The containment analy(sis performed in support of the Power Rorate project was biased to maximiz l

containment pressure and torus water ternperature), which is conservative when evaluating containment L

- stru::tural and leakage concoms. In evaluating RHR and CS pump NPSH during the Design Basis Loss-l

- of-Coolant Accident (DB-LOCA), the minimum torus airspace pressure was assumed. This minimum airspace pressure occurs immediately following the first opening of the wetwell-to-drywell vacuum breakers. Although this minimum pressure occurs early in the event, the NPSH analysis coupled this

. torus airspace pressure with the peak torus water temperature, which occurs much later in the event. This method of evaluation for NPSH was very conservative provided no containment sprays are assumed.

The results of the NPSH evaluation supporting the Power Rorate effort were provided to the NRC in l

response to Request for Additional information Regarding Power Rerate Program (RAl-6) dated July 20, 1994. The NPSH result was again evaluated with respect to maintaining positive margin, not with the ob octive of maintaining any specific amount of margin, such as that discussed in the response to FSAR l

Question 6.3.

' for Emergency Core Cooling and Containment Heat Removal Pumps," credit for containment pressure in the evaluation for ECCS pump NPSH was re-addressed. During these reviews the NRC questioned the i

assumption that containment sprays are not used. The NRC position is that, if containment pressure is to be credited in the evaluation of ECCS pump NPSH, an appropriate Minimum Containment Pressure

- Available (MCPA) analysis should be performed, and unless explicitly prohibited in plant emergency l

i procedures, use of containment sprays should be assumed. PECO Energy has subsequently performed a conservative MCPA analysis which includes assumptions to minimize containment pressure during an event, including assuming the use of containment sprays. This analysis uses the maximized torus water temperatures ided in the Power Rorate Report (i.e.. General Electric Report NEDC-32230P) and the maximum des basis containment leakage (0.5 percent per day). In evaluating containment spray temperature, the maximum service water temperature and minimum RHR hea' exchanger performance charactenstics were used. The use of hot service water and lower heat exchanger effectiveness is

. conservative.

l Following development of the MCPA analysis and in support of Bulletin 96-03 and Generic Letter 97-04 l

responses, the DB-LOCA NPSH analyses for the RHR and Core Spray pumps were re-evaluated using the MCPA analysis. With the increase in torus water temperature due to Power Rorate and the new ECCS suction strainer debris loads for the DB-LOCA (Bulletin 96-03), the amount of containment overpressure ::redit required has increased from that allowed in the ' inal SER. However, even assuming use of containment sprays, the MCPA analysis indicates s nt containment pressure is i

assured.

Non-LOCA Events The MCPA analysis also addressed containment overpressure available for the Station Blackout (SBO),

Anticipated Transient Without Scram (ATWS), Fire Safe Shutdown (FSSD), and inadvertent Open Relief i

Valve (lORV) events. Similar assumptions are made which result in conservatively low MCPA. Since these events result in torus water temperatures that are bounded by the DB-LOCA, negligible torus water level drawdown, and essentially no suction strainer debris load, they are bounded by the DB-LOCA with regard to Containment Overpressure Required (COPR) and margin to MCPA.

Therefore, adequate NPSH is assured for all analyzed non-LOCA as well as all LOCA events.

4 Docket Nos. 50-277/50-278 August 11,1999 Page 4 of 6 2o Analysis The MCPA analysis uses the torus water tem ture profile from the Power Rorate Report and documented in the PBAPS UFSAR.'This was calculated based on a reactor decay heat model from ANSI /ANS-5.1-1979. No statistical conservatism (2a) was added to the nominal decay heat model from this standard. The NRC position is that a conservative decay heat model, such as one that include

' the 2a adder, should be utilized when evaluating ECCS NPSH.

The MCPA analysis therefore has been revised to include a discussion of the 2a conservatism. As discussed at the Reference meeting, although the torus water temperature profile used does not include this 20 adder, sufficient conservatism exists to ensure the conclusions of the analysis are conservative.

The 20 discussion in the MCPA analysis concludes that, if the torus water temperature profile were to be re evaluated using 1) the nominal ANSI /ANS-5.1-1979 decay heat model with the 2o adder,2) reactor r of 102% of 105% power uprate, and 3) a conservative estimate for convective and radiative heat from the torus walls, the resulting pool temperature would be essentially the same as the profile used in the analysis. Including 2a to the decay host model adds 11*F to the peak pool temperature. Reducing the nominal reactor power level used from 110%(the value used in the existing uprate analysis) to 105%

of the original licensed power, reduces the peak pool temperature by 8'F. Credit for heat loss from the

. torus walls to the reactor building reduces the peak pool temperature another 3*F. Use of the existing torus water temperature profile is therefore conservative since it is equivalent to a pool temperature profile at 102% of 105% uprate with 2a and credit for containment heat loss from the torus walls (+11*F - 8'F -

3*F = 0*F).

. The MCPA and NPSH analyses for PBAPS are considered equivalent to using the nominal ANSl/ANS-5.1-1979 decay heat model including the 2o adder, at the current (uprated) reactor power, including a canservative estimate for containment heat loss from the torus walls. Any future increase in rated reactor power will therefore require a similar, conservative re-analysis of the MCPA and NPSH. A similar conservative estimate for heat loss from the torus walls may also be applied.

Short and Lona Term Credit The NPSH analyses also address the Containment Overpressure Required (COPR) during the early sta9es of the DB-LOCA. It is assumed in the analyses that the control room operator will identify any ECCS pumps in runout conditions and throttle the pump discharge valves to control the pump flow rates to the design flow. This operator action is assumed to occur at 10 minutes following the initiation of the DB-LOCA.' It is also assumed that the operator will not establish containment sprays prior to throttling the runout pump. Finally, it is assumed that DB-LOCA generated suction strainer debris loads will not occur until 10 minutes following the initiation of the event. With these assumptions, the short-term COPR for the RHR pumps is less than 1.0 psig. A detailed MCPA analysis for the short-term was not performed, but without the use of containment sprays, an analysis that minimizes containment pressure would not be significantly less than the containment analysis results of the Power Rorate Report. This approach was discussed at the Reference meeting and was considered to be reasonable.

The NPSH analyses indicate that adequate -NPSH is available to the RHR and CS pumps for torus water temperatures less than 170*F without any containment overpressure. The MCPA analysis extrapolates i

the torus water temperature profile to show that, with only one RHR heat exchanger in operation for the

' duration of the event, torus water temperature will be reduced to below 170*F at $0 hours and below 150*F at 78 hours9.027778e-4 days <br />0.0217 hours <br />1.289683e-4 weeks <br />2.9679e-5 months <br />. In support of this determination, an evaluation of each of the three (3) standards set forth in 10 CFR 50.92 is provided below.

The proposed changes involve the acceptability of taking credit for a specific amount of containrnent overpressure following the initiation of an event. This credit involves the mitigation of an event, and not prevention or identification of an event. Credit for containment overpressure is not considered a procursor to any event. Crediting containment overpressure does not tum an Anticipated Operational Occurrence (AOO) into an Abnormal Operational Transient (AOT) or a Design Basis Accident (DBA).

Calculations performed in support of the license amendment request provide a conservative estimate of the Minimum Containment Pressure Available (MCPA) following all design and licensing basis events for which some amount of containment overpressure is required. The NPSH calculations for the Residual Heat Removal (RHR) and Core Spray (CS) conservative assumptions and input values ensure that, barring beyond-design pumps include basis loss of containment integn'ty, adequate NPSH is provided to the RHR and CS pumps for the entire duration of any of these events.

The proposed license amendment request makes a change to the PBAPS licensing basis to clearly define amount of containment overpressure allowed This value is designated as the Containment Overpressure License (COPL). Conservative analyses have assured that the MCPA is always greater than this COPL for design basis events. Therefore, adequate NPSH is provided to the RHR and Core Spray pumps for all design and licensing basis events.

The evaluation for MCPA and NPSH includes the consideration for any one single active failure.

The worst-case single active failure is the failure of one electrical divisen. There is no credible single active failure that can wiipiciisise the containment integrity. The evaluation for MCPA and NPSH does not place any restrictions on system operation following a design or licensing basis event. The analysis concludes thet adequate NPSH will be available, even assuming the worst single active failure.

Therefore, the proposed license amendment request does not significantly increase the probability or consequences of an accident previously evaluated.

The MCPA and NPSH analyses supporting this license amendment request include conservative assumptions and use conservative input values that are consistent with or bound the analytical limits of the PBAPS Technical Specifications. These analyses indicate that adequate NPSH margin is available for operation of the RHR and CS systems to meet their safety functions following any design or licensing basis event. This includes operation of RHR in Suppression Pool Cooling, Wetwell Spray, Drywell Spray, and Low Pressure Coolant injection modes, and CS in Short Term and Long Term Spray Cooling. Therefore, the proposed license amendment request does not involve a significant reduction in a margin of safety.

However, the proposed license amendment request does define a new allowable limit, COPL.

- With the specific definition of COPL delineated in the PBAPS Updated Final Safety Analysis Report (UFSAR), a licensing limit will be clearly defined such that any credit for containment overpressure in excess of this COPL would, under 10CFR50.59, constitute an unreviewed safety question (USQ), and require NRC approval prior to implementation.

l-Information Supportina an Envimnmental Assessment An environmental assessment is not required for the proposed amendments to the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, Facility Operating Licenses proposed herein because the changes conform to the criteria for " actions eligible for categorical exclusion," as specified in 10CFR51.22(c)(9).

The proposed changes will have no impact on the environment. The proposed changes do not involve a significant hazards considerston as discussed in the preceding section. The proposed changes do not involve a significant increase in the amounts of any emuents that may be released offsite. In addition, the proposed changes do not involve a significant increase in individual or cumulative occupational radiation exposure.

Conclusion The Plant Operations Review Committee and the Nuclear Review Board have reviewed the proposed license amendment request for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and have concluded that it does not involve an unreviewed safety question, and will not endanger the health and safety of the public.
