Gentlemen:

This refers to the inspection conducted by Messrs. J. G. Luehman, H. F. Bundy,

B. A. Breslau, and T. R. Staker of this office during the period January 1-31,

1987, of activities authorized by NRC Operating License NPF-38 for Waterford

Steam Electric Station Unit 3, and to the discussion of our findings with

N. S. Carns and other members of your staff at the conclusion of the-

inspection.-

. Areas examined during the inspection included plant status; Licensee Event

Report (LER) followup; followup on previously identified items; monthly

maintenance; monthly surveillance; ESF system walkdown; routine operational

safety inspection; containment integrity verification; plant startup from

,

refueling /startup testing-refueling; onsite review comittee; quality assurance

annual review; license conditions; and potential generic problems. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

NRC inspectors. The inspection findings are documented in the enclosed

inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Because of the corrective actions you already

!

have in place, you are not required to respond to Violation A cited in. the

,

enclosed Notice of Violation (Appendix A). However, you are required to

respond to. Violation B, in writing, in accordance with the provisions of

Section 2.201:of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

One unresolved item is identified in paragraph 10 of the enclosed inspection

report.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 5 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance. procedures of the Office of Management and Budget as required

by the Paperwork R duction Act of 1980, PL 96-511.
