i Gentlemen:

Attached is the South Carolina Electric & Gas Company (SCE&G) response to your request for additional information and revisions to the Virgil C. Summer Nuclear Station Physical Security Plan proposed amendment submitted on December 12, 1986. Considering the extent of the revisions resulting from your review and

. comments, please disregard our previous submittal and base your review on the proposed amendments contained in Attachment il to this letter. Attachment Iis provided in response to your specific coniments and where applicable addresses the amended section in Attachment II.

The following actions will be implemented after Conimission approval of the proposed security amendments:

1.

An amendment to the Virgil C. Summer Nuclear Station Physical Security Plan 1

will be submitted in accordance with the requirements of 10 CFR 50.54 (p).

J This amendment will contain approved upgrades as identified in Attachment

11. This action will be completed within 180 days.

2.

Develop and implement modifications designed to upgrade the location of secondary power supply system components utilized for both the alarm annunciator equipment and non-portable communications equipment as identified in Section 10.4 of Attachment II. The relocation of components and/or upgrade of their present location to vital areas is presently projected to require an extensive outage; therefore, SCE&G presently expects to complete all modifications by the end of the fourth Refueling Outage scheduled to begin in October,1988. A final schedule will be provided by November 15, 1987 fol!owing further review of the modifications.

Compensatory measures as addressed in the proposed amendment to Section i

10.4 of the Physical Security Plan will be implemented immediately upon receipt of Commission approval.

The enclosures to this letter contain Safeguards Information of a type specified in 10/

9l CFR 73.21 and must be withheld from pu lic disclosure.
