Gentlemen:

This refers to the inspection conducted by Messrs. R. E. Ireland and R. V. Azua

of this office during the period March 6-10, 1989, onsite and March 13-17, 1989,

in-office of activities authorized by NRC Operating License DPR-34 for the Fort

St. Vrain Nuclear Generating Station, and to the discussion of our findings

i

with members of your staff at the conclusion of the inspection.

Areas examined during the inspection included the surveillance program,

surveillance procedures and records, allegation followup, and defueling

preparations. Within these areas, the inspection consisted of selective

i

examination of procedures and representative records, interviews with

'

personnel, and observations by the NRC inspectors. The inspection findings are

documented in the enclosed inspection report.

Within the scope of this inspection, no violations of deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2.0 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to
