Gentlemen:

This refers to the routine safety inspection conducted by Messrs. P. M. Byron,

J. S. Stewart, E. R. Schweibinz, J. Ulie, and D. C. Kosloff of this office and

others on January 16 through February 28, 1989, of activities at Davis-Besse

Nuclear Power Station authorized by Facility Operating License No. NPF-3 and

to the discussion of our findings with Mr. L. Storz at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as described in the enclosed Appendix.

With respect to item 2 the inspection showed that action had been taken to

correct the identified violation and to prevent recurrence. Our understanding

of your corrective actions are described in Paragraph 2.g. of the enclosed

inspection report.

Consequently, no reply to this violation is required and

we have no further questions regarding this matter at this time.

Regarding item 1, a written response is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be

placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
