REQUEST FOR CONFIRMATORY RADIOLOGICAL SURVEY OF THE BUILDING 21 AT COMBUSTION ENGINEERING, INC., (CE)

(TAC N0. L30868)

In CE's application dated March 29, 1996, and revision dated September 13, 1996, CE submitted the results of their radiological survey for Building 21 and its immediate environs at the CE Windsor facility. The survey supports CE's request that Building 21 and its immediate environs be released for unrestricted use. We have reviewed the survey results and request your l assistance in performing a confirmatory survey to verify that the requested areas have been decontaminated and meet the acceptable levels for unrestricted release as specified in Table 2 of the licensee's submittal. A confirmatory survey is justified for this site due to: (1) NRC has not implemented an in-process inspection during the licensee's survey, and (2) previous questions at this site regarding adequacy of surveys.

During the review of CE's survey results, Headquarter's Low-Level Waste and Decommissioning Projects Branch (LLDP) raised concerns regarding CE's survey report of the predominant negative activity data for several survey units.

l LLDP indicates that the reported negative activity data could result from the inappropriate selection of background locations and/or inconsistencies in the selection and use of instruments, or inconsistencies in selection of instrument calibration procedures. Accordingly, NRC's confirmatory survey plan should consider these concerns.

Pierson dated June 21, 1996, and November 6, 1996, respectively. Copies of these memorandums have been provided to Region I previously.

The results of the confirmatory survey and your recommendation should be i transmitted to this Branch so that we may take appropriate action. Please i coordinate development of the survey plan and the pertinence of the survey with Sean Soong, our project manager, for CE Windsor.
