            This refers to your letter dated December 3,1986, in response to our letter
            dated November 17, 1986.

            Thank you for informing us of the corrective and preventive actions documented
            in your letter.    These actions will be examined during a future inspection of
            your licensed program.
            With respect to the second corrective action described in your letter, which
            addresses a revision to your physical security plan, that matter is being
            reviewed by us for acceptability under 10 CFR 50.54(p). You will be advised
            of our determination by separate correspondence.
            Your December 3, 1986 letter contains Commercial or Financial Information
            within the meaning of 10 CFR 9.5(a)(4) and is not for public disclosure.
            Therefore, the letter will not be placed in the NRC's Public Document Room and
            will receive limited distribution.
            Your cooperation with us is appreciated.
