AMENDMENT NO. 3 TO RENEWED MATERIALS LICENSE NO. SNM-2502 FOR THE H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Dear Mr. Kapopoulos:

By letter dated July 10, 2017, Duke Energy Progress, LLC submitted a request to the U.S.

Nuclear Regulatory Commission (NRC), in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 72.56, for an amendment to Materials License No. SNM-2502 for the H.B.

Robinson Steam Electric Plant, Unit No.2 Independent Spent Fuel Storage Installation.

Specifically, the requested amendment would change the corporate name of the licensee from Duke Energy Progress, Inc. to Duke Energy Progress, LLC.

The NRC staff has reviewed your application and has determined that the proposed changes are acceptable and meet the requirements of 10 CFR Part 72. This amended license supersedes, in its entirety, Renewed Materials License No. SNM-2502, Amendment No. 2, dated March 4, 2014. Enclosed is a copy of Amendment No. 3 to Materials License No. SNM-2502, with a copy of the revised Technical Specifications. Changes made to the enclosed Materials License and the affected pages of the Technical Specifications are indicated by vertical lines in the right margin. The staffs safety evaluation report for this amendment is also enclosed.
