This was a category 1 public meeting between General Electric Hitachi (GEH), and the U.S.
Nuclear Regulatory Commission (NRC) staff to discuss amending the Model No. 2000 Certificate of Compliance to ship irradiated accident tolerant fuel. Regulatory commitments were not made at the meeting. The meeting was noticed on May 22, 2019 (Agencywide Documents Access and Management System Accession No. ML19133A155). The list of meeting attendees is provided in Enclosure 1. The publicly available meeting presentation slides are provided as Enclosure 3.
Meeting Summary On June 6, 2019, NRC staff held a partially closed public meeting with GEH representatives.
The discussion followed the agenda provided in Enclosure 2. After the conclusion of the public portion of the meeting, GEH discussed proposed changes for each chapter of the safety analysis report.
The NRC and GEH extensively discussed the proposed contents (e.g., maximum quantity of material, minimum active fuel height, etc.), and the bases used to develop the fuel parameters presented. The NRC and GEH also discussed in detail the assumptions associated with source term development (e.g., modeling gadolinium-oxide in ORIGEN-ARP) and shielding analyses (e.g., geometry assumptions for dose rate calculations) as well as calculation tools associated with the proposed amendment. In addition, the NRC and GEH discussed the cladding performance under both normal conditions of transport and hypothetical accident conditions.

Regan                                  From these discussions, GEH identified several areas requiring further clarification either in the proposed certificate of compliance, the amended safety analysis report or both. In addition, NRC staff identified from these discussions that GEH had incorporated flexibility in identifying the maximum amount of material to be loaded for the transportation package user. Therefore, NRC staff cautioned GEH that approval of the amendment would be based upon the design work performed by GEH and not upon the work to be done by the transportation package user.
Although GEH contended that several safety analysis report chapters would not be affected by the proposed amendment, NRC staff nevertheless encouraged GEH to evaluate the proposed changes for cross cutting issues which could potentially affect these chapters. After discussing submittal timing and a need date for issuance of the amendment, the meeting was adjourned.
