OF FEBRUARY 5, 2019 PUBLIC MEETING WITH GENERAL ELECTRIC HITACHI TO DISCUSS SHIPPING ACCIDENT TOLERANT FUEL IN THE MODEL NO. 2000 PACKAGE

Background

This was a category 1 public meeting between General Electric Hitachi (GEH), and U.S. Nuclear Regulatory Commission (NRC) staff to discuss shipping irradiated accident tolerant fuel rod segments in the Model No. 2000 package. Regulatory commitments were not made at the meeting. GEH provided presentation slides prior to the meeting. The publicly available meeting presentation slides are attached as Enclosure 3.

Meeting Summary On February 5, 2019, NRC staff held a partially closed public meeting with GEH representatives via teleconference. The list of meeting attendees is Enclosure 1. The discussion followed the agenda provided in Enclosure 2.

After introductions and opening remarks, GEH briefly reviewed the licensing history of the Model No. 2000 package before outlining their approach to amending the Model No. 2000 certificate of compliance. GEH stated that they intended to submit a mark-up of the Model No. 2000 certificate of compliance and safety analysis report page changes in support of their application.

Subsequently, GEH discussed the proposed technical changes to each safety analysis report chapter to support authorizing shipments of accident tolerant fuel in the Model No. 2000 package. During their discussion, GEH also identified their approach to addressing NRC staff requests for additional information associated with irradiated fuel rods which had not been answered during the previous Model No. 2000 amendment request (Agencywide Documents Access and Management System Accession No. ML16235A154).

Regan In addition, to the information contained in the meeting slides, GEH either provided clarifying information in response to NRC staff questions about the package design, the accident tolerant fuel characteristics and the safety function of the accident tolerant fuel cladding, or committed to obtaining more information to better address NRC staffs questions. In addition, the approach to developing radiological source terms and determining dose rates generated much discussion.

As a result of the information exchange, both GEH and NRC staff agreed that a public meeting to discuss radiological source terms and radiological analyses was warranted. After discussing potential dates for the next pre-application meeting and the amendment submittal, the meeting was adjourned.
