11, 1908, from Stephen R. Conley to The attached letter, dated January Lawrence Lippa, Chief, General Litigation and Legal Advice Section. A Department of Justice, was forwarded to O! for action as appropriate.(1) inspect review of Mr. Conley's letter discloses two allegations:
