Prior to restart following the first refueling, GPC shall (1) replace the zinc coating in the diesel generator fuel oil storage tanks with a coating which does not contain zine or (2) by March 1,1988, provide an acceptable justification to the staff that the present fuel oil storage tank zinc-based coating will not affect the operability and reliability of the diesel generators over the life of the plant as specified in IE Circular 77-15.
