Subject:
Staff Acceptance of Technical Justification Regarding the Adequacy of Vogtle Diesel Fuel Oil Storage Tank Zinc Coating (TAC 65784)
License Condition 2.C(8) of the Vogtle Unit 1 full-power license (NPF-68) dated March 16, 1987, states:
Prior to restart following the first refueling, GPC shall (1) replace the zinc coating in the diesel generator fuel oil storage tanks with a coating which does not contain zine or (2) by March 1,1988, provide an acceptable justification to the staff that the present fuel oil storage tank zinc-based coating will not affect the operability and reliability of the diesel generators over the life of the plant as specified in IE Circular 77-15.
By letters dated July 13 September 30, and October 15, 1987, Georgia Power Company (GPC) provided technical information in support of item (2) of the license condition. The staff has completed its review of these submittals and concludes that the zinc coating in the diesel generator fuel oil storage j
tanks will not affect the operability and reliability of the diesel generators.
Therefore, GPC has satisfactorily resolved the above license condition.
The staff's detailed evaluation is enclosed.
This evaluation also applies to Unit 2.
The Technical Specifications on the fuel oil regarding neutrali-zation number and mercaptan content shall remain in effect on Unit 1 and should be included in the Technical Specifications proposed for Unit 2 Sincerely,
