An engineer with AEP since 1955, he has worked at Ohio Power's Kammer. Plant and as Lead Startup Engineer-at the Canton, Ohio offices.- He-was assigned to the New York office to assist in the design of the Cook Plant from 1968 to 1969, prior to his transfer to Cook.

ADMINISTRATIVECONTROLS QUORUM 6.5.2.6 A quorum, the minimum number of regular members and alternates required to hold a NSDRC meeting, shall be eight (8) members, of whom no more than two (2) shall be Designated or Temporary Alternates.

The Chairman or Acting Chairman"shall be present for all NSDRC meetings.

If the number of members present* is greater than a quorum, then the majority participating and voting at the meeting shall not have line responsibility for operation of the facility.

REVIEW 6.5.2.7 The NSDRC is responsible for assuring'ithat independent** reviews of the following are performed:

a ~

The safety evaluations for 1),,changes to procedures, equipment or systems and

2) tests or experiments compl'eted under 'the provision of 10 CFR 50.59 to verify that such actions did not constitute an unreviewed safety, question.

The titles of the Regular Members of the NSDRC are given in Attachment 2 to our letter AEP:NRC:0659C, request for change to Technical Specification 6.5.2.2., Unit Nos.

1 and 2.

Eleven of the fourteen members are identified by number on the organization chart in this attachment.

Clarifications of the positions of the other members are as follows:

Executive Assistant to the President, I&MECo. Mr. G. E. LeMasters, who currently holds this position, was Assistant Manager of the Kanawha River Plant from 1959 to 1966 and Manager of the Glen Lyn Plant from 1966 to 1969, when he was appointed to his present position.

Consulting Engineer, Nuclear Operations Division.

Mr. R.

Jurgensen, who currently holds this position, was Manager of the D. C.

Cook Nuclear Plant from 1968 to 1977.

He was Manager of the Nuclear Operations Division (formerly called the Nuclear Engineering Division) from 1977 to 1982, and Assistant Vice President, Nuolear Operations, from 1980 to 1982.

Vice President, Fossil Plant Operations.

Mr. R. F. Hering, who currently holds this position, was Assistant Vice President of the Mechanical Engineering Division from 1973 to 1977 and Vice President of that Division from 1977 to 1984, when he was named to his present position.

Several current members of the NSDRC have served continually on the committee since it was required by the Technical Specifications in 1974:

Cook Nuclear Plant Position Clarifications for Members of the PNSRC Plant Manager.

Wilbur G. Smith, Jr.,

who currently holds this position, was hired in December 1,981.

Prior to joining the Cook Plant, he held the position of Head Engineer, Nuclear Engineering Department, Norfolk Naval Shipyard from 1974 to 1981.

Assistant Plant Manager, Operations.

Bertil A. Svensson, who holds this position, -joined the Cook Plant in September 1969 as Operations Supervisor.

He was appointed=Assistant Plant Manager in 1977.

An engineer with AEP since

1955, he has worked at Ohio Power's Kammer. Plant and as Lead Startup Engineer-at the Canton, Ohio offices.-

He-was assigned to the New York office to assist in the design of the Cook Plant from 1968 to 1969, prior to his transfer to Cook.

I Assistant Plant Manager, Maintenance.

-.A. Alan Blind was-promoted-to this position on April 1, 1985.

Mr. Blind joined the Cook Plant in January 1976 as a Performance Engineer.

He was promoted to Performance Supervising Engineer in 1980 and held this position until being named Technical Superintendent, Engineering in October 1983.

Operations Superintendent.

Kenneth R. Baker has held this position since January= 1982; From 1972 through 1980, Mr. Baker was an NRC Inspector and worked as Region III Section Chief in 1980 and 1981 prior to coming to the Cook Plant.

From 1969 to 1972 he worked as a Startup Engineer for Combustion Engineering, involved with the construction and testing of Consumers Power's Palisades Plant.

He holds a Senior Operator's License.

Technical Superintendent, Engineering.

Louis S. Gibson, who has held this position-since April 1985, was formerly employed in'the.Power Plant Projects Department of Consumers Power Company.

His prior experience with Consumers extended from 1970-to April 1985-and included engineering, quality assurance) and operations responsibilities at the utility's corporate offices and the Palisades Nuclear Plant,'here he held a Senior Operator's License.

Technical Superintendent, Physical Sciences.

Thomas A. Kriesel, who has held this position since October 1983, joined the AEP system=in June-1968 as a

- Chemist Trainee at Huntington.

He was an engineer at Tanners Creek from 1969 to 1971, transfer ring to the Cook Plant as Chemioal Foreman in May 1971.

He was promoted to Environmental'Coordinator in April 1976.'aintenance Superintendent.

John D. Allard was promoted-to this position on April 1, 1985.

Mr. Allard-became a Cook Plant Maintenance Mechanic in November 1973 and was promoted to Maintenance Supervisor in July 1978.

David C. Palmer has held this position since August 1977.

From 1971 to 1977 he was employed at the Cook Plant as Radiation Protection Supervisor.

His previous experience in the health physics field was with the Rural Cooperative Power Assooiation.

Quality Control Superintendent.

James F. Stietzel has held this=position since July 1977.

He worked in varying technical engineering-assignments with AEPSC, New York, beginning in March 1971.

He transferred to the Cook Plant in February 1976 as Quality Assurance Auditor.
