Enclosed please find a copy of letters sent to both the u. s.

Army. Corps of Engineers and the Michigan Department of Natural Resources. Please also note that copies of that letter have been s~nt to other parties, as indicated at ,the ertd of that letter.

Both as a spokesperson for the Valley Alliance as well as an individual I am requesting that you please respond to two concerns:

1) Is there not an inter-agency conflict in the Palisades steam generator issue when on the one hand the NRC has not yet made a firial determination as to whether the replacement can even take place, while on the other the Corps and DNR are currently prdcessing applications for permits which would allow Consumers Power Co. to begin preparation for replacement?

Is there any way you can interceed in this matter?

2) In public hearings tax-payer monies are used to hire legal counsel for state and federal agencies holding these hearings, Nuclear Regulatory Commission public hearings are one such example. In what ways can you help secure public funds for your constituents to be used to pay for lawyers and expert witnesses at such hearings? Agencies which issue liscenc~s or permits for nuclear-related purposes have no assurance of getting all the information they need without the citizens'
  • input and the citizenry is at a definite disadvantage in being' able to express their point of view when not adequately represented by legal cousel or expert witnesses.

The NRC has not yet made a.final decision in this matter and has, in fact, granted a citizen request for a formal public hearing concerning this very iss.ue, It therefore appears to us that .consumers Power Co. is not only premature in applying with state (Michigan Dept.*

Army Corps of Engineers) agencies for permits for these off-shore/on-shore activities but is presumptously assuming that it will be granted NRC approval for steam generator replacement, Consumers Power Co.
