Writer's Guide for Plant-Specific Improved Technical Specifications, TSTF-GG-05-01

Dear Sir or Madam:

Enclosed for NRC consideration is the Technical Specification Task Force (TSTF) document, "Writer's Guide for Plant-Specific Improved Technical Specifications" (TSTF-GG-05-01).

This document is an update to NEI 01-03, "Writers Guide for the Improved Standard Technical Specifications," published in November 2001. The NEI document was an update to NUMARC 93-03, "Writers Guide for the Improved Standard Technical Specifications," published in February 1993. The NUMARC document was developed in cooperation with the NRC during the initial development of the Improved Standard Technical Specifications (ISTS). This revision incorporates the changes in format and content which have occurred since NUMARC 93-03 and NEI 01-03 were published and is consistent with the format and content of Revision 3 of the ISTS, NUREGs 1430, 1431, 1432, 1433, and 1434.

We request that the NRC review and endorse the guidance in the attached document. An NRC-endorsed guidance document on the format and content of plant-specific Technical Specifications based on the ISTS will be a valuable resource for licensees and the NRC in developing and reviewing plant-specific license amendments and in promoting the NRC's stated goal of increasing standardization between plant-specific Technical Specifications.
