ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION This is to inform the Commission that a White Significance Determination Process (SDP) finding will be issued on or about September 14, 2009, to Carolina Power and Light Company (CP&L) as a result of inspections at the Brunswick Steam Electric Plant. This White finding, an issue with low to moderate safety significance, which may require additional NRC inspections, involved the failure to perform an adequate design modification to their emergency diesel generators (EDGs) such that local control of the EDGs could not be established as required by the Safe Shutdown Analysis Report. The finding involved a failure to correctly designate termination points for linking control power to the EDG lockout relay reset circuitry during the implementation of a design change which resulted in a loss of EDG local control function. A Regulatory Conference was held on July 28, 2009, in which CP&L provided their assessment of the significance of the finding (i.e., Green), root causes, and detailed corrective actions. After considering the information obtained from the Regulatory Conference, the NRC concluded that the inspection finding was appropriately characterized as White.
