Dear Commissioners and Staff:

In accordance with 10 CFR 50.4 and 10 CFR 50.54(q), PG&E is submitting Revision 3, Change 15, to the Emergency Plan for Diablo Canyon Power Plant Units 1 and 2.

As provided under 10 CFR 50.54(q), the changes incorporated in this revision have been made without commission approval since they do not decrease the effectiveness of the emergency plan; and the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.

The revised emergency plan contains privacy / proprietary information that has been bracketed in accordance with NRC Generic Letter 81-27, " Privacy and Proprietary Material in Emergency Plans."

SUMMARY

1995 REVIEW Summary The 1995 annual review of the Diablo Canyon Power Plant (DCPP) Emergency Plan has resulted in substantially more changes than previous years. This is due to changes in: (1) plant staff organization, (2) emergency response organization, and (3) l methods for staffing and operating emergency response facilities. Most of the changes have been made without commission approval as provided under 10 CFR 50.54(q),

since the changes do not decrease the effectiveness of the emergency plan and the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50.

The exceptions are changes that incorporate new emergency action levels that were approved by NRC letter dated September 21,1995.
