l During an NRC inspection conducted on September 26-30, 1988, a vio!<Aian of Nr.C requirements was identified.

In accordance with the "General Statement of Policy ved Procedure for NRC Enforcement Actions," 10 CF! Part 2. Appendir C (1988), ch* violation is listed below:

The applicable proceduras recommended in L

Appendix A of Safety Guide 33, November 1972." Safety Guide 33 includes fire safety prevention.

Procedure P-8, "Fire Fighting and Prevention," states that the use of combustibles in plant operating areas may be allowed temporarily and only when immediate use is intended; combustibles must be removed f.om the area when not being used.

Contrary to the above, the licensee has established a radwaste storage area on Elevation 4771 feet of the reactor building.

This storage area i

and the combustibles within it had not been identified in the Appendix R evaluation report or in the justification prcvided in conjunction with the licensee's exemption request for the reactor building.
