Per the above referenced Chemtrol Fire Test and our telephone conversation on 11/24/80, please find. enclosed a cured sample of the GE RTV 6428 Silicone material that was utilized in the test, as requested.

The density samples acquired from this material prior to the fire test are documented in pounds per cubic foot as follows:         a). 77.11       b). 78.80     c). 77.63     I believe it would be safe to assume that the sample of the material enclosed is alsa within this density range.

1). General Electric's " Spec Data" sheet states that the shelf-life of parts A and B of GE RTV 6428 Silicone is 6 months.     (Please see attached). However, the shelf-life of this material as stated on the container label is 12 months.

There is no reference on either the specification sheet or the label as to whether this means shelf-life from the date of shipment or from the date the material is containerized.

Chemtrol " Density Verification" samples taken on this batch number of material at the time it was installed at Vermont Yankee Power Station shows the recorded average pound per cubic foot density to be 94.13.       Chemtrol was only able to achieve an average density of 77.85 pounds per cubic-foot for the same batch number of material utilized in the fire test.     From past experience with silicone products manuf actured by other companies, Chemtrol has observed that older, more aged material tends to become more dense.         In this case, the opposite of our experiences seems to be evident.

CHEMTROL CT-800/GE RTV 6428 Silicone

Dear Mr. Sawyer:

Per the above referenced Chemtrol Fire Test and our telephone conversation on 11/24/80, please find. enclosed a cured sample of the GE RTV 6428 Silicone material that was utilized in the test, as requested.

The density samples acquired from this material prior to the fire test are documented in pounds per cubic foot as follows:

a). 77.11 b). 78.80 c). 77.63 I believe it would be safe to assume that the sample of the material enclosed is alsa within this density range.

It may be interesting to note that Chemtrol has requested but has not yet received the manufacturers Certificates of Analysis Test Report from General Electric for this batch number of material (#JM104).

However, tnrough further i n.' e s t i g a t i o n of Chemtrol receiving documents recorded at ti.e Vermo n t Yankee Nuclear Power Station, on 12/5/79 1000 pound kit of GE RTV 6428 Silicone Chemtrol received a cn the job site, batch number JM104.

For this order of material General Electric did send Chemtrol a " Report of Test Data", dated 3/6/ 80.

(Ple,ase see attached).

In lieu of the.Chemtrol documentation recorded at Vermont Yankee Nuclear Power Station and the fact that the identical General Electric batch number of material was installed et the plant and utilized in the Chemtrol fire test (the material being purchased and shipped from seperate orders, approximately ten months apart) the following two observations can be made:

1). General Electric's " Spec Data" sheet states that the shelf-life of parts A and B of GE RTV 6428 Silicone is 6 months.

(Please see attached).

However, the shelf-life of this material as stated on the container label is 12 months.

There is no reference on either the specification sheet or the label as to whether this means shelf-life from the date of shipment or from the date the material is containerized.

2). Chemtrol " Density Verification" samples taken on this batch number of material at the time it was installed at Vermont Yankee Power Station shows the recorded average pound per cubic foot density to be 94.13.

Chemtrol was only able to achieve an average density of 77.85 pounds per cubic-foot for the same batch number of material utilized in the fire test.

From past experience with silicone products manuf actured by other companies, Chemtrol has observed that older, more aged material tends to become more dense.

In this case, the opposite of our experiences seems to be evident.
