EP Question Semester is OVER, I have been working on the items discussed in last phone conversation re clarifications for the EP since the call, but the question about how we generated the PAG for 1 rem thyroid was difficult to find as it does not appear to be transparently accessible in the public domain.EPA guidance and Kansas Law (28-35-193b, Emergency Plan Criteria) says minimum PAG applies to 1 rem effective dose equivalent or 5 rem thyroid, but the Kansas Department of Health and Environment (KDHE) has a Standard Operating Procedure (SOP) (DHE/REP40), "Protective Actions, Department of Health and Environment Nuclear Emergency," Revision 4, 912002.The SOP reproduces EPA guidance in chart form but footnotes the projected dose in the PAG column requiring "Evacuation" to indicate that "Dose is TEDE, which includes effective dose equivalent form external and internal sources and committed effective dose equivalent from inhalation or CEDE thyroid..." Therefore, KDHE in review required: Protective Action -Evacuation PAG (projected dose) 5 rem Comments -Evacuation (or sheltering) should normally be initiated at 1 rem.I will footnote the table to indicate the KDHE SOP from whence the requirement is extended.Thanks, pmw CC: <mohmes@ksu.edu>
