SUMMARY

OF NOVEMBER 20, 2017, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON CHANGES TO THE SECURITY PLANS AT THE MONTICELLO NUCLEAR GENERATING PLANT AND PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND2 On November 20, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company doing business as Xcel Energy (NSPM, the licensee). The purpose of the teleconference was to discuss revisions to the security plans for the Monticello Nuclear Generating Plant (MNGP) and Prairie Island Nuclear Generating Plant Units 1 and 2 (PINGP). The security plan changes were submitted by letters dated July 13, 2017, for MNGP (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17200C955), and June 16, 2017, for PINGP (ADAMS Accession No. ML17173A111 ). The meeting notice and agenda, dated October 18, 2017, are available in ADAMS at Accession No. ML172978256. A list of attendees is enclosed.

The NRC staff queried the licensee on the basis for the determining that the changes to the Security Plans were not a reduction in effectiveness. The licensee discussed the basis and noted it was as described in the letters dated July 13 and June 16, 2017.

There were no members of the public in attendance.
