Dear Ms. Coleman,

By letter dated November 29, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18333A350), the Southern Nuclear Operating Company, Inc., submitted an amendment request to revise the Joseph M. Farley Nuclear Plant, Units 1 and 2, (FNP) Technical Specifications (TS). The proposed amendments would:

1. Revise certain TSs to remove the requirements for engineered safety feature systems to be operable after sufficient radioactive decay of irradiated fuel has occurred following a plant shutdown;
2. Revise certain TSs actions that are not needed to mitigate accidents postulated during shutdown;
3. Revise the licensing basis to Fuel Handing Accident (FHA) analysis;
4. Partially adopt Standard Technical Specifications (STS) Change Traveler Technical Specifications Task Force (TSTF)-

51-A, "Revise containment requirements during handling irradiated fuel and core alterations," Revision 2; and,

5. Partially adopt STS Change Traveler TSTF-471-A, "Eliminate use of term CORE ALTERATIONS in ACTIONS and Notes" Revision 1.

The purpose of this letter is to provide the results of NRC staffs acceptance review. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
