, Technical Specifications, Appendix B.

Reason For Protosed Change Legal problems have prevented Met-Ed from obtaining permission to install an air sa=pler at the south end of Three Mile Island (TMI) in accordance with our Technical Specification Change Request No.16 and approved by Amend =ent 18 to the subject specifications. Therefore, it is requested that the sa=pler location now known as 9S1 on Figures 3 and 5 of the Technical Specifications, Appendix B, be replaced by a new location designated as SCl in the Falmouth cccmunity. A sanpling station on this location was recommended by the NRC on the draft supple =ent to the TMI-2 Final Environmental Impact Statement (HUREG-0066), page 6-9 as part of the unit's preoperational monitoring program.

The proposed location is in a lov traffic area on ground controlled by Met-Ed.

The sampler vill be located approximately 2.2 miles ESE of the contain=ent near a population center.

Environmental Analysis Justifying Change This change vill neither cause an undue risk to the health and safety of the public nor vill it adversely affect the environ =ent in that it only ;erves to enhance the TMI-l Radiological Environmental Monitoring Program.

Cost-Benefit Analysis Justifyine Change There will be no increase or decrease in the ongoing cost of the monitoring program. A small cost vill be incurred in moving the sampler.
