PREPAREDNESS INSPECTION (Inspection 50-219/93-23)

Enclosed is the report of the announced, October 18-20,1993 inspection, led by Mr. J. Lusher,

of Oyster Creek Nuclear Generating Station Emergency Preparedness (EP) and the _ full-

participation ingestion pathway, annual EP exercise. Our inspection findings were based on

inspector observations, discussions with your staff, and document review. At the end of the

inspection, the preliminary NRC findings were discussed with you and members of your staff.

Overall, the on-site response to the exercise scenario was good. In the Simulator Control Room,

excellent use of the Emergency Operating Procedures (EOPs) was evident, and there was

excellent teamwork and group discussion of actions to mitigate the simulated accident.
