CONFIRMATION OF ACTIONS LETTER (CAL) RESPONSE - BRUNSWICK UNITS 1 AND 2 L

We received Mr. R. A. Watson's letter dated June 28, 1990.

This submittal provided the results of the root cause analysis for the failures of the requalification examination and operational evaluation, and the associated long term corrective action plan.

Our review of your submittal indicates that you have addressed the majority of the issues identified dt. ring the evaluations.

Future inspections and evaluations will assess the effectiveness of your corrective actions.

Two shortcomings were noted in the submittal.

Specifically, the root causes and associated corrective actions do not address the apparent lack of corporate management involvement in the training process.

Also, we believe that the degree of work required to resolve your training deficiencies will not support an October 1990 re-evaluation.

We request you carefully review the proposed dates for corrective action implementation, including establishing a prioritized M tt of the most important actions to be completed. Additionally, review any other root causes identified since this submittal.

You should be prepared to discuss these issues during a meeting to be held in the Region II offices on August 15, 1990.

In accordance wii.h Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC's Public Document Room.
