Oyster Creek Station gy, Docket No. 50-219 Outside Radwaste Tank Activity The purpose of this letter is to report.an incident that occurred at Oyster Creek during which the outside radwaste storage tank activity exceeded the limit of 10 curies as set forth in Technical Specification 3.6.C.

' -During a routine radwaste drumming operation on September 16, 1972, a drum of filter sludge fell from the drum transfer car as-it was being released for storage.

In falling, the drum struck and-damaged the electrical bus work which supplies power to move the drums into the storage aisles. In order to reduce the radiation levels in the area to perform the necessary maintenance work on the transfer car and the electrical bus, the floor area required decontamination. The decontamination was accomplished by washing \\

the' transfer car floor area into the filter sludge tank. The waste from the decontamination operation was then processed through the centrifuge, and the separated water was further processed through the floor drain treatment system ultimately being stored in floor drain sample tank "B" for sampling prior to discharge.

10' 3 A routine analysis of the radwaste outside tank activity

was made on September 20, 1972, as required by Technical Specifi-cation paragraph 4.6.D, and it indicated a total content of 27.7.4 curies. Of this total activity, 25.1 curies was contained in I

floor drain sample tank "B".

Water was recycled to tanks within k

the radwaste facility as space became available; and at 2250 on.

. p(d September 20, 1972, the activity in the outside tanks was less than 10 curies. Recycling was continued until the activity was reduced to less than 5 curies at 0245 on September 22, 1972.

September 28, 1972 As I reported in my letter to you dated August 28, 1972, a review committee has been established to compile a report sum l marizing the problems that have been encountered with radwaste operations. Also, the investigation of radwaste problems by an outside consultant is underway with the aim toward making prompt recommendations for immediate corrections to procedures and equipment to reduce the problems in the short-term and permanent modifications to eliminate the problems in the future.

Forty copies of this report are enclosed for your review.
