This refers to the routine inspection conducted by Messrs. E. R. Swanson,

B. L. Jorgensen, J. K. Heller, D. L. Williams, Ms. M. L. McCormick-Barger

and Miss C. D. Anderson of this office during the period of October 16 through

November 18, 1985, at the Palisades Nuclear Generating Plant authorized by

NRC Provisional Operating License No. DPR-20 and to the discussion of our

findings with Mr. J. F. Firlit and others of your staff at the conclusion of

the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and-

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Appendix.

A written response
