SUBJECT: NRC INSPECTION REPORT NO. 50-382/99-04

Dear Mr. Dugger:

This refers to the inspection conducted on March 1 to 19,1999, at the Waterford Steam Electric

p

Station, Unit 3 facility. The purpose of the inspection was to (1) review the inservice inspection

program implementation, and (2) followup on reactor trip breaker performance and reactor

coolant system piping and pressurizer instrumentation nozzle repairs. The enclosed report

a

presents the results of this inspection.

Based on the results of this inspection, the NRC has determined that one violation of NRC

requirements occurred. The violation is being treated as a noncited violation, consistent with

Apper diA C of the Enforcement Policy. The nonoted violation is described in the subject

inspection report. If you contest the violation or severity level of the noncited violation, you

should provide a response within 30 days of the date of this inspection report, with the basis for

your denial, to th Nuclear Regulatory Commission, ATTN: Document Control Desk,

Washington DC 20555-0001, with copies to the Regional Administrctor, Region IV, and the

Director, -Office of Enforcement, United States Nuclear Regulatory Commission, Washington,

DC 20555-0001.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter cnd its

enclosure will be placed in the NRC Public Document Room (PDR).
