Gentlemen:

This refers to the inspection conducted by Mr. P. C. Wagner of this office

during the periott October 17-21, 1988, of activities authorized by NRC

Operating License' DPR-34 for the Fort St. Vrain Nuclear Generating Station, and

to the discussion of our findings with members of your stoff at the conclusion

of the inspection.

Areas examined dering the inspection included followup on an emergency diesel

generator event and instrumentation calibration.

Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspector.

An unresolved item involving inconsistencies with the sequencing of loads onto

Bus 2 is identified in paragraph 2.a of the report.
