Gentlemen:

This transmits the September 1 to October 5,1988, routine inspection findings

of Mr. C. Holden and Mr. R. Freudenberger at the Maine Yankee Atomic Power

Plant, Wiseasset, Maine. Those findings were based on observations of activ-

ities,

interviews,

and document

reviews,

and have been discussed with

Dr. E. Boulette of your staff.

Based on the results of this inspection, it appears that certain of your activ-

tties were not conducted in full compliance with NRC requirements, as set forth

'

in the Notice of Violation, enclosed herewith as Appendix A.

This violation

!

has been categorized by severity level in accordance witt the "General State-

ment of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,

Appendix C.

You are required to respond to this letter.

In preparing your

response, you should follow the instructions in Appendis A.

j

We are concerned that two examples of repeat Security violations have been

identified which are apparently due to corrective actions which did not fully

address the root cauw of previous violations.

Please address this concern in

your response.

Attachment A of the enclosed inspection repcrt and Appendir A of this letter

i

contain details of your security program that have been determined to be exempt

'

from public disclosure in accordance wit;.10 CFR 73.21 (Safeguards Informa-

[

tion). Therefore, they will not be placed in the NRC Public Document Room and

will receive limited distribution.

This letter and the remainder of the

inspection report will be placed in the Public Doct, ment Room, in a .cordance

with 10 cFR 2.790(a).

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of .anagement and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
