T. A. Ippolito letter to D. L. Peoples dated April 25, 1980 This letter is in response to your December 22, 1987 letter to T. E. Murley on the subject of the effects of a postulated DC power failure on ECCS performance for Quad Cities Stations Units 1 and 2 and Dresden Station Units 2 and 3.

The staff has reviewed your description of the issue; your understanding of the licensing assumptions involved in demonstrating compliance with 10 CFR 50.46 and 10 CFR 50 Appendix K; your safety analysis addressing Quad Cities Unit I startup and continued safe operation of Quad Cities Unit 2 and Dresden Units 2 and 3; and your commitment to resolve this issue within 60 days either by justification for not considering failures of the DC power supply or by proposing plant modifications and an implementation schedule which would assure accepteble ECCS performance following a LOCA plus loss of offsite power and a DC power supply failure.

On the basis of information currently available including information in references 1 and 2, we cannot conclude at this time that the Quad Cities Units 1 and 2 and Dresden Units 2 and 3 are in compliance with the requirements of 10 CFR 50.46 and 10 CFR 50 Appendix K.

In addition, we have reviewed your safety analysis for continued operation for 60 days and agree that the low probability of the accident in question and the compensatory measures taken provide adequate B71224017207122Q DR ADOCK 0500

In light of these findings, we conclude that
