By letter dated July 26, 1989, System Energy Resources, Inc.

(thelicensee) comnitted to revise its post accident sampling system (PASS), test procedure for Grand Gulf Nuclear Station (GGNS), Unit 1.

The licensee's commitment resulted from a telephone conference call between

' the licensee ~and NRC. staff on July 11, 1989 to discuss the staff's position regarding the PASS sampling program in Section II.B.3(1)(c) of the staff's e

Safety Evaluation Report, Supplement No. 4 (SSER 4). The purpose of this

-letter is to provide staff's evaluation of the licensee's proposed revised test procedure.

The NRC staff has reviewed the licensee's letter dated July 26, 1989 regarding

.the; proposed revision to the PASS test procedure. The semiannual testing of the PASS includes. obtaining the sample from the PASS panel as well as analysis of the sample for determining operability and for a training purpose. The licensee's present procedure requires monthly analysis of PASS reactor coolant samples from the reactor coolant system when the reactor is pressurized, with at least one of these samples taken from a jet pump diffuser instrument line each six. months. The revised procedure would require semiannual sampling from the suppression pool, RHR loop A, or RHR loop B to demonstrate capability to obtain post accident samples under conditions when the reactor coolant system

.is<depressurized. The licensee has implemented a revised PASS sampling program requiring semiannual sampling and analysis from one of the three sampling points that can be used to obtain a depressurized sample. The sampling point will be rotated for each semiannual PASS testing interval:

The staff concludes that the revised semiannual PASS sampling and analysis from each of the three sampling points on rotational basis, as well as the monthly PASS reactor coolant sample, reets the requirements of NUREG-0737, Item II.B.3, from the standpoint of E

demonstrating operability and for providing adequate training.

The licensee has committed to revise GGNS Unit 1 Administrative Procedure 08-S-03-10. " Chemistry Sampling Program," to include the additional sampling points.
