U.S. Geological Survey TRIGA Reactor, Docket Number 50-274, License Number R-113, Updated Physical Security Plan, Rev. XXI.
Purpose By way of this letter, the U.S. Geological Survey (USGS) is submitting an updated physical security plan in support of an anticipated license amendment for an increased fuel inventory limit.
Background
In accordance with 10 CPR 50.54(p), a licensee may make changes to the physical security plan without prior NRC approval when those changes do not diminish the effectiveness of the plan.
Discussion Please find enclosed two copies of the GSTR Physical Security Plan Revision XXI, one with and one without markup / change tracking, and a copy of the Change Log for the GSTR Physical Security Plan Revision XXI. These changes were reviewed and approved by the facility's Reactor Operations Committee via email ballot on November 2, 2020. The Committee's evaluation was that the changes submitted do not decrease the safeguards effectiveness of the Physical Security Plan. It is our determination that all changes submitted herein are permitted by 10 CPR 50.54(p) without prior NRC approval.
Action The USGS requests NRC review and accept these changes.
