SUMMARY
OF MEETING WITH GENERAL ELECTRIC COMPANY REGARDING PENDING RENEWAL 0F LICENSE AND OTHER ITEMS CONCERNING THE MORRIS OPERATION On September 20, 1978 a meeting was held in Silver Spring, Maryland for discussion of the pending renewal of the Morris Operation license and other questions. The following persons participated in the meeting: .

- 1) Scheduling of renewal of License SNM-1265.
- 2) Possibility of combining Licenses SNM-1281 and SNM-1265.
- 3) GE plans to submit an amendment application to allow storage of Lacrosse fuel.
- 4) Status of amendment application for SNM-1265 now u,ndergoing review. -
A tentative schedule for the renewal which called for General Electric to submit their application in early December 1978 was presented for discussion by NRC. GE, in turn, had prepared a Licensing Plan for the renewal which called for submission of their renewal application on March 1, 1979. Ensuing discussion indicated that it would not be possible for GE to prepare the application 9 g11160 60 '

i and to update the Environmental Report to January 1, 1979. GE was told that the criteria for the licensing review would follow to the maximum extent possible the spirit and intent of the requirements of proposed 10 CFR Part 72.
It was agreed that NRC would furnish a letter to GE indicating the requirements of the renewal application with regard to:
- 1. Scope and criteria.
- 2. Requirements for a complete and timely application.
- 3. Content of the CSAR.
As part of the preparation for this transmittal, the-present CSAR format will be reviewed against the proposed Regulatory Guide 3.24.1 and 10 CFR Part 'd to assure that all required information will be included in a revision of the CSAR. It is planned to furnish this information to GE by mid-October.
In considering the review required for renewal of the Morris Opera-tion license, it is realized that review of a proposed capacity expansion of the installation is now essentially complete. Since the safety features of the installation have been considered in detail and deficiencies incorporated in the CSAR, the revised form of the CSAR submitted as part of the renewal application should supply an essentially complete picture of the facility. Therefore, it was agreed that the approach for the renewal would be to accomplish the review by preparing an SER on the basis of the CSAR and other material submitted. Rather than prepare a list of questions for transmittal to the licensee, open items found in preparation of the SER would be transmitted to the licensee and the additional information requested. The feasibility of this approach will depend on receipt of a complete and satisfactory application. A revised schedule will be prepared by NRC for this review format.
General Electric expects to have a Decontamination and Decommission-ing Plan and a revised Quality Assurance Plan ready for submittal prior to their renewal application. NRC is to determine the fee requirements, if any, if these documents are submitted prior to the renewal application.
Richard W. Starostecki GE has previously informed NRC that they expect to submit an amend-ment application which will permit receipt of a small amount (approxi-mately 18 assemblies) of Lacrosse fuel. NRC was informed that the amendment application will be submitted, probably within the next two weeks.
GE also confirmed previous discussions regarding the submission of a request to combine existing Morris licenses SNM-1265 (irradiated fuel storage) and SNM-1281 (laboratory standards). They wish to amend the SNM-1265 license in such a way that the proposed operating conditions of Chapter 10 of the CSAR may be incorporated in the licerse to replace or augment the present license conditions of SNM-1265.
The listing of laboratory standards and sources would also be incorporated in the CSAR and as such would be authorized by the revised SNM-1265.
The status of the current review of the proposed expansion was discussed. An additional seismic question and questions on emergency planning will be sent to GE in the next few days. SER inputs are beginning to be received.
The notes prepared jointly by NRC and General Electric at the conclusion of this Pteeting are included as an attachment to this summary.
