SUMMARY

OF MEETING WITH GENERAL ELECTRIC COMPANY, OCTOBER 18, 1978 REGARDING THE CONTENT OF LICENSE RENEWAL APPLICATION AND OF AN AMENDMENT APPLICATION FOR COMBINING l LICENSES SNM-1265 AND SNM-1281 The persons listed below participated in the meeting at Silver Spring, Maryland.

1. Content of renewal application for License SNM-1265 In accordance with the agreement reached at the September 20, 1978 meeting between GE and the staff, a letter was delivered to GE regarding the content of their renewal application. The letter emphasized that the application should be complete when submitted. This is particularly important because of the relatively short time frame (March-August) in which the appli-cation must be processed.

L. C. Rouse GE was also informed that the present format of Consolidated Safety Analysis Report, NE00-21320 was acceptable for the application even though it differs somewhat from the present '

draft of the proposed Regulatory Guide 3.24.1. GE stated that they plan to submit a new "C" version of the CSAR which will include both old and new information specified in the proposed regulatory guide. They pointed out that certain information specified in the proposed regulatory guide may not be pertinent to the renewal application for an operating facility. GE was also informed that, assuming a favorable decision, the renewal would probably be issued under the provisions of 10 CFR Part 70 since 10 CFR Part 72 is not expected to be effective by the desired renewal date.

2. Licensing Procedures It was confirmed that the renewal application would be noticed in the Federal Register as soon as practical after receipt.

l The period for public participation will be 30 days. The l period of the renewed license was also discussed. If the renewal is issued under the terms of 10 CFR Part 70, it will be for 5 years. If issued under 10 CFR Part 72, it will be for up to 20 years.

3. Current Amendment Application GE delivered their response to the seismic question sent them on October 5, 1978.
4. Amendment Application for Combining SNM-1265 and SNM-1281 GE delivered an amendment application to incorporate license SNM-1281 for radioactive standards and sources into license SNM-1265. Chapter 10 of the CSAR would be amended to include all current license conditions and mada a part of the license.

1. It was agreed that the present format of the Consolidated Safety Analysis Report i.; acceptable for the renewal application. The minor organizational differences between proposed R.G. 3.24.1 and the CSAR do not appear to be fundamental. GE may make changes in CSAR to conform more closely to the proposed guide if they find it to be desirable. - . -
2. General Electric was told that the renewal would probably be issued under conditions of 10 CFR Part 70 since 10 CFR Part 72 will probably not be effective bythe renewal date. The renewal (A application will be noticed in the Federal Register With opportunity for public participation.
3. General Electric reviewed their response to the extant seismic ques tion. Thic respor.se was delivered to the docket file.
