Division of Nuclear Materials Safety,475 Allendale Road, King of Prussia, Pennsylvania 19406. The report shall specify the source or detector cell involved, the test results, and corrective action taken.

G. The licensee is authorized to collect leak test samples for analysis by the licensee. Attematively, tests for leakage and/or contamination may be performed by persons specifically licensed by the Commission or an Agreement State to perform such services.

13. Sealed sources or detector cells containing licensed material shall not be opened or sources removed from source holders by the licensee.
14. The licensee shall not acquire licensed material in a sealed source or device unless the source or device has been registered with the U.S. Nuclear Regulatory Commission pursuant to 10 CFR 32.210 or equivalent regulations of an Agreement State.

1. Per conversation 30 March 1998, between Ms. BethLny Hope, Radiation Protection Officer, U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM), and Mr. Richard Gibson, Health Physicist, Nuclear Regulatory Commission, regarding clarity for licensing issues on SNM-860, Amendment 24 request, are as follows:
a. We request to use Uranium 233 in any chemical and/or physical form, with a maximum possession amount at any one time to be 0.1 grams.
b. We request to use Uranium, enriched up to 50% in the isotope 235, in any chemical and/or physical form, with a maximum l possession amount at any one time to be 3.0 grams.
c. The financial assurance calculations, via the NRC approved method as specified in 10 CFR 30.35, are calculated to be

$750,000.00. This calculation is based on the amounts of Plutonium already on SNM-860 and on the Uranium amounts specified in paragraphs a and b of this memorandum.

' I informed Ms Hope that I needed additional information to continue the amendment request.

1) What % of uranium by weight would be enriched in U-233 or U-235 for the calibration standards? The licensee request to add uranium, enriched in the isotope U-233 or U 235 in the amount of 3 grams.
2) According to their July 3,1990 latter forwarding the financial assurance of decommissioning of facilities, it appears that $750,000 was allotted for the broad scope license, $750,000 for the SMB-707 license and

$150,000 for the SNM-860 license. I informed Ms.. Hope that my calculation for the addition of uranium-233,0.1 grams and uranium enriched in the isotope U 233 or U-235,3 grams placed the SNM-860 license in the $750,000 bracket. Please clarify the intent of the letter.

Ms. Hope stated that she would get the additional information for me.

1. Request this amendment application be expedited due to mission requirements.

2 The following changes to U.S. Nuclear Regulatory Commission Radioactive Material License SNM-860 and its conditions are requested:

a. The radioactive materials listed below be added to NRC Radioactive Material License SNM-860. Line item amounts are such that USACHPPM can purchase standards for calibration and laboratory analysis purposes.

Amendment of U.S. Nuclear Regulatory Commission, Radioactive Material Licenses SNM-860 (1) All areas of radioactive material use be controlled access areas accessible only to trained radiation workers.

All areas of radioactive material use within E2100 must be approved by USACHPPM's Radiation Control Committee.

(2) All involved persons are trained in the hazards, safety precautions, and proper use of the material.

(3) Gloves are worn to prevent hand contamination.

Additional protective clothing such as lab coats, aprons, face shields, and caps will be used, depending on the level of activity, the hazard of the nuclide, and the type of work planned.

(4) Hands, clothing and work areas are monitored for contamination after each procedure when using unsealed radioactive material in concentration greater than 1 mg/ml.

All areas using unsealed sources are surveyed monthly. ,

I (5) Hoods are used when using unsealed radioactive j materials in concentration greater than 1 mg/ml. Hoods are used when using volatile radioactive material.

(6) Hood air flow disturbances are minimized by keeping the work space uncluttered, by reducing the front opening as far as possible, and by careful and deliberate hand movements.

i (7) Remote handling devices are used where appropriate.. l

(8) Shielding is used whenever possible and if appropriate.

(9) Secondary spill containment is used whenever possible. That is, work will be in a tray and/or on absorbent paper. Sources will be stored in a secondary  !

container in case of leakage, unsealed sources will be  ;

transported in an unbreakable container, e.g., a plastic bag, in case of droppage.

Amendment of U.S. Nuclear Regulatory Commission, Radioactive Material Licenses SNM-860 (10) For each laboratory analysis technique, an evaluation will be conducted to assess the need for bioassay. Conditions requiring bioassays will be in accordance with 20.1502.

(11) Dosimetry will be worn when appropriate.

(12) A radiation survey is conducted prior to the release of a room. The survey shall demonstrate a reasonable effort has been made to eliminate residual radioactive contamination, if present, and the room is suitable for unrestricted release in accordance with NRC requirements.
