ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION This is to inform the Commission that one White Significance Determination Process (SDP) finding will be issued on or around March 24, 2004 to Nebraska Public Power District as a result of inspections at Cooper Nuclear Station. The White finding, an issue with low to moderate increased importance to safety, involved the failure to demonstrate satisfactory licensed operator requalification program performance as described in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8. Specifically, during the biennial cycle, the licensees failure rate on the biennial written examination, 36 percent, exceeded the 25 percent failure rate called out in the NUREG. There is no violation associated with this finding.
It should be noted that the licensee has not been specifically informed of the regulatory action.
