Ms. Angela Buford forwarded me your email to her dated March 1, 2017, and I am writing to acknowledge its receipt. You sent Ms. Buford a clarifying email later the same day. Your emails have been entered into the NRCs Agencywide Documents Access and Management System (ADAMS) as publicly available records (ML17069A049 1 and ML17069A064) at http://www.nrc.gov/reading-rm/adams.html. To begin a search for these documents, select ADAMS Public Documents and then select Begin Web-based ADAMS Search. For problems with ADAMS, please contact the NRCs Public Document Room (PDR) reference staff at 1-800-397-4209, 301-415-4737, or by e-mail to pdr.resource@nrc.gov.
As Ms. Buford stated to you in an email dated March 10, 2017 (ML17069A077), at this point, the agency has accepted NextEras license amendment requests (LAR) only for review by the staff. This means that the NRC considers the LAR to be acceptable for review upon the NRC staffs conclusion that the application for a license amendment reasonably appears to contain sufficient technical information, both in scope and depth, for the NRC staff to complete the detailed technical review and render, in an appropriate time frame, an independent assessment of the proposed action with regard to applicable regulatory requirements and the protection of public health, safety, and security. More information on the NRCs acceptance review process can be found at: https://www.nrc.gov/docs/ML0918/ML16144A521.pdf The NRC staffs technical review and processing of the license amendment is expected to take a considerable period of time as described in the acceptance letter dated October 12, 2016 (ML16265A440). Specifically, the letter stated that NRC staff has estimated this licensing request will take about 2,000 hours to complete and it further stated that the NRC staff expects to complete this review in 22 months, which is August 2018. We are aware that the NRR Project Manager for Seabrook, Mr. Justin Poole, informed you and your organization (C-10) by an email dated February 7, 2017 (ML17069A039), that the comment period for the Seabrooks alkali silica reaction (ASR) LAR was noticed in the Federal Register. We further understand that C-10 submitted comments by the deadline and the comments have been entered into ADAMS as a public record (ML17081A015). The document located at ML16061A451 also provides guidance for addressing comments received, from the public, in the safety evaluation report (SER) for the license amendment. As I previously 1
